Asbestos Surveys to Type 1, 2 and 3 levels

An Asbestos Register is compiled, reports
produced with supporting photographs, CAD drawings, and Management
Strategies devised for proper and effective management of
Asbestos Containing Materials (ACMs) within properties in
compliance with Control of Asbestos at Work Regulations 2002
standards and to BSEN 45004.
Asbestos (Prohibitions) (Amendments)
Regulations 2003
The health and Safety Commission (HSC) between
December 2002 and February 2003 consulted on the proposed
changes to the Asbestos (Prohibitions) Regulations (consultation
document CD186). The HSC have now reported on the outcome
of the consultation process.The Asbestos (Prohibitions) (Amendment)
regulations 2003 were laid before the Parliament and came
into force on the 15th August 2003.
Duty to Manage Asbestos
As suggested by Nick Brown (the then Minister
responsible for health and safety), in his speech to the House
of Commons during the debate on the Regulations in October
2002, reinforced the Government’s support:
“If current levels of exposure
to asbestos are allowed to continue over the next 50 years,
nearly 5,000 additional people will be exposed to asbestos
fibres and will die from asbestos related diseases. These
Regulations should go a long way towards preventing human
suffering and misery, and they deserve the full support of
the House."
The Control of Asbestos at Work 2002 Regulations
in October 2002 introduced the new duty to manage asbestos
risk in non-domestic premises. The regulation is at the core
of the Governments continuing strategy to eradicate asbestos
related disease. HSE stated that
“The control of Asbestos at Work Regulations
2002 introduced a duty to manage asbestos in non-domestic
premises. From May 2004 those responsible for maintenance
and repair of these premises are required to assess whether
there is asbestos present. If asbestos is present it must
be either removed or managed, ensuring that any subsequent
maintenance work does not expose workers to avoidable risks.
Those responsible should provide workers with information
about the location and condition of ACMs if there is a chance
of them being disturbed. Even though the new duty is not yet
law, duty holders are encouraged to start managing their asbestos
now to prevent further deaths”
